It is already known to us that PNP pathways are one of the most effective ways to immigrate to Canada. Given that each province has its own unique PNP setup in the country, it is crucial to stay up to date. As competition among applicants rises, understanding specific requirements and opportunities of each provincial program has become even more important. Hence, this is why, being informed about them will surely maximize a candidate’s chances for successful immigration.  

Having said that, British Columbia has planned to introduce three new    PNP streams for international graduates next year. This means that in Jan 2025, aspiring applicants can expect to receive news about more clearer and specific pathways. The British Columbia Provincial Nominee Program (BCPNP) will be launching the following three streams for International Graduates: 

  • Bachelor’s Stream – This stream will be for the candidates who have recently graduated with a bachelor’s degree from eligible Post-secondary Institutions. Any graduate with an intermediate job offer, i.e., a job offer without a declared date, can apply 
  • Master’s Stream – This stream will be for the graduates who have recently obtained their master’s degree in any field for an eligible post-secondary institution.  
  • Doctorate stream – This stream is reserved for the doctoral-level candidates and graduates. Any Ph.D. candidate can apply directly to this stream.  

P.S – Please note that ‘International graduates’ are students who have completed their degree, diploma, or a certificate from a designated learning institution (DUI) in Canada. These international graduates will be eligible to apply to these streams if their obtained education is within 3 years from their application date. Additionally, students who have obtained diploma or certificate programs in Canada will not be eligible to apply to the above-mentioned graduate streams, but they can still qualify for other streams available under the BC PNP.  

Why is BCPNP being updated? 

The Ministry of Municipal affairs has decided to update the BCPNP program with the aim of paving a clearer and more specific pathway for graduates. This update will also significantly assist them in moving closer towards gaining a PR (Permanent Resident) status in Canada. Further, the department expects better outcomes in choosing nominees, by inviting individuals who will truly contribute to B. C’s economy. Updating the British Columbia Provincial Nominee Program will also ensure that potential applicants are less prone to malicious parties in the existing and saturated immigration system of Canada.  

The Ministry has also planned to update the language criteria of the program. The requirement is to meet Canadian Language Benchmark (CLB) 8 for the newly introduced graduate streams. This will filter those candidates who are truly worthy of being nominated for the program. The clarity regarding the level of education and language skills required will prepare candidates in advance, giving them an advantage. Being nominated for the program is not an easy task there are only limited number of nominations each year. Therefore, it is crucial to understand that merely meeting minimum program requirements does not guarantee an ITA (Invitation to Apply).  

 

Why is BCPNP being updated?

 

For example, statistics reveal that freshers with language skills in French or English and higher education are one of the major pillars of British Columbia’s economy. They are more likely to witness success at work, as they will be employed in jobs that align with B.C.’s economy, which, in turn, will provide them with higher salaries.  

Am I eligible for B.C.’S International Graduate stream? 

To be eligible for B.C.’s International Graduate stream, candidates must: 

  • Have earned a degree, diploma, or certificate from a recognized Canadian post-secondary institution within the past three years. 
  • Have accepted a qualifying full-time job offer from an employer in B.C. 
  • The job offer must be open-ended (indeterminate).
          However, an indeterminate job offer is not required for priority technology occupations. 
  • The job offer must fall within National Occupation Classification (NOC) Training, Education, Experience, and Responsibilities (TEER) categories 1, 2, or 3.
                NOC TEER 0 occupations are not eligible for this stream. 
  • Be qualified to work in their chosen field in B.C. 
  • Have a wage offer that aligns with B.C. wage rates for the job. 
  • Demonstrate the ability to support themselves and any eligible dependents. 
  • Meet minimum language requirements. 

P.S. – B.C. has recently increased the minimum language requirement for all BCPNP streams except for the Health Authority stream, which had been previously adjusted. Futher, the employer must agree to support the candidate’s application and meet certain employer-specific requirements. Lastly, BCPNP falls under Skills Immigration, which uses a points-based systems to rank and choose candidates eligible for immigration. If any candidate receives ITA through the BCPNP then they only have 30 calendar days to submit their application.
