The Quebec Immigrant Investor Program

If you have a high net worth and are looking to invest in Quebec’s economy and get permanent residence in Canada, then the Quebec Immigrant Investor Program is the right choice. This pathway is a passive investment program for individuals wishing to invest without any active business management.

Investors who make an investment of $1,200,000 and intend to live in Quebec are eligible to apply for permanent residency under QIIP. While the programs mainly focus on settlement in Quebec, investors having a PR can also relocate to other provinces in Canada.

What is the QIIP eligibility?

To be eligible as an investor in the QIIP, the criteria’s fulfilment must be:

1. Investment agreement

The first step is to form an investment agreement with the financial intermediaries to be able to participate with Ministère and with Investissement Québec Immigrants Investisseurs Inc.

2. Business Management Experience

You must have a minimum of 2 years of experience in business management, and the experience should have been gained 5 years before applying for the QIIP.

Please note: The experience cannot be related to the following fields:

  • Cashing checks, payday loans, or pledge loans.
  • Production, distribution, or sale of pornographic or sexually explicit products or services related to the sex industry, such as nude or erotic dancing, escort services, or erotic massage

3. You need to have a minimum net worth

Your legally acquired net worth must be at least CAD $2 million. The net worth can be shared by your spouse or common-law partner if so, included in the application.

4. Financial and investment contribution

You need to make a five-year term investment approved by the government of Quebec of CAD $1,000,000 and contribute an amount of CAD $200,000.

: CAD$1,000,000 will be reimbursed without any interest amount within a period of 30 days.

5. Knowledge of French

For QIIP, an applicant must show proficiency in spoken French with a minimum level of 7 in the Québec scale of French proficiency levels.
Even if French is your official language, it is required that you show a diploma or test result approved by the Ministry of Immigration, Francisation, and Integration.
If you have a high school diploma in French, even this holds as proof of language proficiency.

6. Intention to stay in Quebec

After all the conditions are met for application to QIIP, you will be given a notice regarding your intention of staying in Quebec.
The notice will enable you to apply for a work permit for yourself and your family members if included in the application.
Please note: the application for a work permit must be submitted within 6 months after the notice of intention to stay is served.

7. Staying in Quebec

After issuance of the work permit, within two years of staying in Quebec, at least 12 months need to be completed.
Out of this 12 month, 6 months must be completed by you, and the other 6 months can be completed by your spouse, common-law partner, or de facto spouse.

Application process for QIIP

The application process involves the following steps:

1. Check the eligibility

Ensure you have the legally acquired net worth and prepare to invest CAD $1.2 million approved by the government. You must meet the French language proficiency level and have business management experience.

2. Prepare documents

Gather evidence of your net worth and legal acquisition of funds; give a letter explaining your intentions to stay in Quebec.
Provide documents of language proficiency and professional experience in business. To avoid lengthening the processing time, make sure you have prepared the applications and documents carefully.

  1. Application for permanent selection—Investors program 
  2. Guide to writing the narrative document: Investors, entrepreneurs, and self-employed workers. If your spouse or common-law partner is included in the application.
  3. If a minor child is accompanying you, then you need to fill out the Declaration of Consent—Immigration of a minor child accompanied by only one parent. 

3. Submit your application and pay the fees.

Complete all the application procedures by filling out the application package and submitting it to the Ministère de Immigration, de la Francisation et de l’Intégration (MIFI).
Make the application payment of CAS$17,380 for the principal applicant. The fee is to be paid in full Canadian funds, either by your or a third party.
Please note: There is no refund of fees if the application is rejected.

4. Make investment

After your application is approved, you need to enter into an investment agreement by making a financial contribution of 1.2 million to Investissement Québec—Immigrants Investisseurs Inc.

5. Apply for temporary residency

You need to apply for a work permit to reside in Quebec. Ensure that after getting the work permit within a time frame of 2 years you need to complete a stay of 12 months in Quebec.

6. PR Application

After all the residency requirements are fulfilled, you will receive a certificate of Certificat de sélection du Québec (CSQ).
Submit your application for PR to the federal government along with police clearance and medical checks.

The values of the money held in the savings account, short-term and long-term instruments of finance like fixed deposits. Bonds, publicly or privately traded businesses, and any value of real estate.
Please note: Assets such as insurance policies, pensions, and crypto currency can be excluded until certain conditions seem to be reliable.

Yes, inheritance can be considered a net worth, provided you show it has been legally acquired. You must provide proof of documentation along with supporting evidence. If your spouse or common-law partner is included in the application, then their inherited assets can also be counted within the requirement of net worth.
